Kleberg County's official directory lists a county Flood Plain Management Coordinator, and the current Texas Floodplain Administrator directory identifies the County Judge's executive assistant as the county contact. However, the county's adopted 2024 Hazard Mitigation Plan states that unincorporated Kleberg County did not then have a Flood Damage Prevention Ordinance in place and identified future NFIP-compliance action; applicants must therefore confirm the county's current 2026 status before floodplain work. Kleberg County does not appear as a local OSSF authorized agent in the latest TCEQ reporting data, so TCEQ Region 14 administers septic permits under Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285. No countywide structural building-permit department, adopted ICC code edition, zoning code, or general inspection program was found; incorporated municipalities enforce their own rules.
