The current Texas Floodplain Administrator directory identifies Belle Branham as Kent County's administrator, so county floodplain requirements apply to regulated development. The 2023 regional flood plan reports that Kent County has floodplain-management regulations but no higher standards, while its NFIP listing is marked as never mapped. Kent does not appear as a local authorized agent in the latest TCEQ OSSF reporting data; septic permitting therefore falls to TCEQ Region 3 under Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285. No county structural building-permit department, adopted ICC code edition, zoning ordinance, or general certificate-of-occupancy program was found for unincorporated Kent County.
