Jasper County's official County Judge page states that the county does not require building permits or perform building inspections in unincorporated areas and has no general zoning ordinance outside airport and floodplain areas. County Emergency Management administers NFIP floodplain permits: all work, including placement of fill, within a FEMA-designated floodplain requires prior approval, new-home floors must be at least two feet above base flood elevation, and proposed work must avoid adverse impacts and loss of watercourse capacity. County subdivision rules impose road, drainage, utility, floodplain, and no-negative-impact standards. TCEQ Region 10 administers OSSF permits under 30 TAC Chapter 285 in most of Jasper County; ANRA is the authorized OSSF agent within the Control Zone Rayburn, extending 2,000 feet outward from the U.S. Army Corps of Engineers 179-foot elevation line around Sam Rayburn Reservoir.
