Hopkins County administers its OSSF program as TCEQ's authorized agent under Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285, and enforces its Flood Damage Prevention Ordinance for development in mapped special-flood-hazard areas. The county also administers subdivision regulations as amended August 28, 2023, drainage and stormwater-plan requirements, county-road construction standards, and written driveway/right-of-way permits. The official county materials reviewed do not publish a general county building permit or a countywide ICC structural-code edition; the City of Sulphur Springs' subdivision rules prevail in that city's ETJ under the stated interlocal agreement.
