Regulatory framework
The code baseline for Hood County.
The Hood County Development Permit Regulations amended March 10, 2026 apply to every new development in unincorporated Hood County, including municipal ETJs, and regulate concept plans, site development plans, land-use districts, population density, setbacks/building lines, drainage, public facilities, site permits, pools, and specified industrial uses under Texas Local Government Code Chapters 231, 232, and 233. Hood County also enforces its Flood Damage Prevention Order, OSSF Order under 30 TAC Chapter 285, subdivision and manufactured-home-rental-community rules, and road construction standards using the current NCTCOG Standard Specifications where county standards are silent. The county does not publish a general structural ICC building-code edition for ordinary construction.
