Hamilton County does not have zoning requirements or issue building permits for business or residential construction outside city limits; city jurisdictions handle their own requirements. The county does require permitting and inspection for all septic systems under its OSSF order and Texas Health and Safety Code/TCEQ rules. The county clerk serves as the local designated representative for septic permitting and complaints.
Inspection lane
Submit an original wet-signature OSSF application by mail or in person to the County Clerk with a property deed, site/soil evaluation, design, 911 address, and licensed evaluator/installer information. Do not begin construction until the application is approved and a Permit to Operate is issued. The application requires at least two soil excavations and a scaled site plan; aerobic systems require an affidavit and maintenance contract. Current county fees are $350 conventional, $425 aerobic plus $25 affidavit, $550 commercial, and $100 reinspection. Contact the clerk for inspection coordination.
