No general countywide ICC building-code edition was identified. For unincorporated subdivisions and manufactured-home rental communities, Gaines County regulations require approved sewer or OSSF systems meeting Texas minimum standards and South Plains Public Health District standards; OSSF work follows Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285.
Inspection lane
For subdivisions or development plans using OSSF, submit the required site plan, topographic map, FEMA floodplain map, USDA soil survey/soil information, road map, OSSF system types, and applicable per-lot fee to the South Plains Public Health District. A permit to construct is required before an on-site system is built, and the Designated Representative must inspect after construction. Contact the SPPHD OSSF designated representative at 432-758-4022. SPPHD states administratively complete subdivision OSSF materials receive a written approval response within 45 days.
