Regulatory framework
The code baseline for Fort Bend County.
Fort Bend County has not adopted zoning ordinances, does not issue Certificates of Occupancy, and has not adopted building codes for single-family residential development. For unincorporated commercial structures, the county uses the 2021 International Fire Code with Fort Bend County local amendments, adopted effective October 1, 2023; OSSF work follows Texas Health and Safety Code Chapter 366, 30 TAC Chapter 285, and county rules.
Inspection lane
Apply for the development permit online through MyGovernmentOnline and obtain the development-permit number before submitting an OSSF plan-review package. OSSF applications and maintenance contracts must now be submitted online through https://myhealthdepartment.com/fbceh. Environmental Health reviews plans Tuesdays and Thursdays by appointment; after approval, the installer schedules the pre-construction inspection, obtains Authorization to Construct, completes installation within one year, and calls by 4:00 p.m. for next-day inspection. The final inspection must find all components operational and excavations open before a Notice of Approval and License to Operate are issued.
