Regulatory framework
The code baseline for Dallas County.
In applicable unincorporated areas, Dallas County has adopted the 2021 International Residential Code under Local Government Code authority; the Dallas County Fire Code also governs applicable fire/life-safety work and commercial construction. County regulations cover unincorporated floodplain development, septic tanks, residential construction/inspection, subdivisions, nuisance conditions, communication facilities, and commercial buildings. City limits and municipal ETJs may require municipal permitting instead.
Inspection lane
Create an account and select Texas > Dallas County Unincorporated in MyGovernmentOnline (mgoconnect.org) for DUAS permits, including development, floodplain, residential, and OSSF-related submissions. For septic, submit the completed OSSF application with required site evaluation/design and supporting documents to DCHHS Environmental Health; after approval the county issues Authorization to Construct and inspects the installation. Pre-development meetings are held the second and fourth Tuesday monthly after application. Contact DUAS at 214-653-6565 or Environmental Health at 214-819-2115.
