Coleman County’s official materials publish no general unincorporated building-permit portal or ICC building-code edition. The county-authorized OSSF program enforces Texas Health and Safety Code Chapter 366 and 30 TAC Chapter 285, including site evaluation, planning, separation-distance, and inspection requirements. The county also publishes model subdivision rules; incorporated municipalities may enforce their own building codes.
Inspection lane
Obtain the OSSF application from the Coleman County Courthouse, complete all four application pages, attach the licensed soil/site evaluation, planning materials, legal description, directions, and required affidavits or maintenance contract, and mail the application and check to Charles McDonald, 4826 Red Oak Lane, San Angelo, TX 76904. The installer must notify the county designated representative at least five working days before the requested final inspection; excavations remain open until tile inspection, and the installer or registered apprentice must be present. A passing installation receives a written Notice of Approval within seven days.
