How long might review take?

ANRA generally completes OSSF permitting in a matter of days, but state law allows up to 30 days for a Permit to Construct. County subdivision review timing is N/A; minor plats require at least 7 days’ agenda notice and major final plats at least 21 days before requested final approval. Municipal building review varies.

How are inspections scheduled?

For ANRA OSSF permits, obtain a site evaluation and design, submit the completed application packet and required affidavits, and then have the licensed installer request a closing inspection at least 5 working days before the system will be ready. The permit is valid for one calendar year; failure to request construction inspection within that year causes the authorization to expire. Minor subdivision applicants contact the appropriate precinct commissioner and request Commissioners Court agenda placement at least 7 days before the available meeting; major subdivision final plats must be presented at least 21 days before final approval is requested.

Which codes and exemptions should I review?

No current countywide building-code adoption was identified. Angelina County’s official subdivision regulations, ordered December 27, 2006, govern plats outside incorporated cities and address roads, lot sizes, drainage, sanitation, and subdivision infrastructure. ANRA enforces Texas OSSF requirements in its Angelina County jurisdiction. Building and trade codes for structures are handled by the applicable municipality. The county subdivision regulations exempt qualifying agricultural divisions, family divisions of four or fewer parts transferred to relatives within the third degree, divisions with all lots over 10 acres, veterans’ land-board divisions, certain state/public/floodplain/future-development and undivided-interest transfers, lien or estate-heir divisions, conveyances to adjoining landowners, a one-time two-parcel homestead division, specified large-tract divisions, and tracts severed by an existing public road unless further divided. These exemptions do not remove sanitation, OSSF, municipal, or other applicable approvals.

A remodel that appears small on paper may still trigger structural, energy, fire, or utility review. Ask the permit counter which disciplines apply before you finalize the construction budget.

The same discipline applies to enforcement. Correcting unpermitted work after finishes are installed can require demolition, revised plans, additional inspections, and schedule disruption. Authorization is usually the less expensive project-management decision.
