Minor-work playbook
Oregon residential minor-work exemptions include detached nonhabitable one-story accessory structures under 200 square feet and under 15 feet average roof height, qualifying small patio/deck covers, low decks, certain fences, private slabs/driveways, and cosmetic finish work; electrical, plumbing, mechanical, septic, zoning, and local requirements may still apply. ORS 455.315 permits qualifying agricultural, equine, and dog-training structures in Sherman County to receive a structural permit exemption, but separate electrical, mechanical, boiler, plumbing, septic, sanitation, zoning, flood, fire, and other approvals may still be required.
Field rule
A permit exemption generally addresses one narrow construction trigger. It does not automatically waive zoning, land-use, floodplain, shoreline, fire, energy, electrical, utility, septic, or right-of-way requirements. Preserve access
Do not cover framing, reinforcement, wiring, piping, damp-proofing, or life-safety work until the required inspection has been completed and documented.

Field sequencing matters
Code compliance is not only a plan-review exercise. Footings, reinforcement, framing, fireblocking, wiring, piping, insulation, weather protection, and life-safety systems each have points where the work must remain accessible.
