Digital permit application gateway

Apply for a permit in Deschutes County

Start with the issuing authority’s own submission lane. A complete application package, accurate valuation, and accessible inspection path are the fastest route through statutory plan review.

Recommended first click

Open the Accela permitting portal.

Use the official digital gateway to submit plans, monitor review comments, pay required charges, and request inspections when the permit is issued. If the link is unavailable, use the agency website or phone number on the administrative profile to confirm the current lane.

Typical review lane

Published queue estimates for complete applications: approximately 1 week intake, 10 days planning review when applicable, and 8-9 weeks building review for residential building permits. Onsite/septic review is approximately 4-6 weeks after a 1-week intake; driveway access review is approximately 3 weeks after intake. Actual timing varies by completeness, workload, project complexity, and response to comments.

Treat this as a planning signal, not a guaranteed approval date. Completeness, corrections, resubmittals, and agency workload control the actual clock.

01

Confirm jurisdiction

Verify the parcel is inside this agency’s service area and note whether a city, state, fire marshal, septic authority, or utility district also has approval authority.

02

Assemble a complete package

Prepare legible plans, site information, project valuation, ownership authorization, contractor information, and any energy, floodplain, zoning, or utility documentation the issuing office requires.

03

Track the review record

Keep the permit number, approved plan set, correction comments, fee receipts, and inspection results together. Those records establish the compliance trail for the next trade.

Project questions

Frequently asked questions for Deschutes County

Who handles permitting for this jurisdiction?

Deschutes County Community Development Department, Building Safety Division is the identified county-level authority for this profile. Confirm that the property is in its service area before filing.

How should I begin an application?

Begin with the online permit gateway listed in the application guide. If the portal does not recognize the address or project type, contact 541-385-1743 (Building Safety); 541-388-6560 (Planning).

How long might review take?

Published queue estimates for complete applications: approximately 1 week intake, 10 days planning review when applicable, and 8-9 weeks building review for residential building permits. Onsite/septic review is approximately 4-6 weeks after a 1-week intake; driveway access review is approximately 3 weeks after intake. Actual timing varies by completeness, workload, project complexity, and response to comments.

How are inspections scheduled?

Schedule through Oregon ePermitting online or its inspection app: choose Schedule, select Building Inspection or Onsite/Septic Inspection, find the permit by address or permit ID, then select the inspection type. Phone scheduling is also available but may take longer. Deschutes may perform inspections in person, by remote video, drone, or another method approved by the building official; the permit holder must manage required inspections and close the permit before expiration.

Which codes and exemptions should I review?

Deschutes County administers the Oregon State Building Code in the rural county and provides building-code services for La Pine and Sisters. Current 2026 editions include the 2025 Oregon Structural Specialty Code, mandatory April 1, 2026; 2023 Oregon Residential Specialty Code based on the 2021 IRC; 2023 Oregon Electrical Specialty Code based on the 2023 NEC; 2023 Oregon Plumbing Specialty Code; 2025 Oregon Mechanical Specialty Code; 2025 Oregon Energy Efficiency Specialty Code; and applicable manufactured-dwelling codes. County zoning, wildfire-hardening, and land-use provisions also apply where relevant. Qualifying agricultural or equine structures may use the county's agricultural/equine exempt permit route and pay the published exemption fee; the exemption does not remove applicable land-use, electrical, plumbing, mechanical, septic, or other approvals. Oregon specialty-code minor-work exemptions may cover limited maintenance, repairs, and qualifying small accessory structures, but new dwellings, additions, habitable remodels, structural work, most trade work, and land-use changes generally require permits. Confirm the project-specific exemption with Building Safety.

What makes an application complete

A portal submission is only as strong as its supporting record.

Before you click submit, make sure the drawings agree with the site plan, project description, valuation, ownership authorization, and contractor information. If the work changes structure, occupancy, drainage, fire protection, energy performance, or utility demand, describe that scope plainly. Ambiguous narratives create correction cycles and delay the field schedule.

Save the confirmation number, payment receipt, uploaded plan set, and every correction comment. Those records are the backbone of a defensible compliance file when multiple trades or agencies share responsibility.
