Minor-work playbook
Understand what may be exempt—and what is not.
No current county minor/cosmetic building exemption list is published. Payne County's floodplain rules require a development permit for development in designated special flood-hazard areas, including buildings, additions, manufactured homes, excavation, fill, grading, paving, drilling, or demolition. The State Fire Marshal separately identifies limited pre-permit work such as site work/site utilities, cast piles, concrete pile caps, foundations, piers, grade beams, slabs, structural columns/beams, civil abutments, and retaining walls. Stillwater, Perkins, and Cushing have separate municipal AHJ agreements within their city limits.
Field rule
A permit exemption generally addresses one narrow construction trigger. It does not automatically waive zoning, land-use, floodplain, shoreline, fire, energy, electrical, utility, septic, or right-of-way requirements. Obtain written confirmation when the project involves a new structure, structural alteration, change in occupancy, or concealed work.
