Minor-work playbook
Generally exempt cosmetic or nonstructural work includes painting, wallpaper, cabinet replacement and similar finish work, concrete sidewalks or patios entirely on the property, insulation without structural changes, interior sheetrock repair, small areas of siding without structural alteration, and replacing light fixtures or appliances without altering wiring. Replacing shingles only is exempt, but metal roofing, decking, or rafter work requires a permit.
Field rule
A permit exemption generally addresses one narrow construction trigger. It does not automatically waive zoning, land-use, floodplain, shoreline, fire, energy, electrical, utility, septic, or right-of-way requirements. Field sequencing matters
Code compliance is not only a plan-review exercise. Footings, reinforcement, framing, fireblocking, wiring, piping, insulation, weather protection, and life-safety systems each have points where the work must remain accessible.
