Waseca County administers its Unified Development Code and requires zoning permits for all new construction and most remodeling, alteration, and repair work in rural townships. The county does not issue or inspect electrical permits; electrical inspections are handled by the Minnesota State Electrical Inspector. The 2026 statewide standards applicable to county-area construction are the 2020 Minnesota State Building Code, the 2024 Minnesota Commercial Energy Code, and the 2023 National Electrical Code until August 17, 2026, when Minnesota's 2026 NEC takes effect. A City of Waseca building permit is additionally required for residential construction within two miles of the city limits; incorporated cities otherwise handle their own building authority.
