Regulatory framework
The code baseline for Jackson County.
The current DHBC Jackson County assignment states there is no local building inspector and that commercial construction should contact DHBC for building permits. DHBC enforces the 2018 Kentucky Building Code and 2018 Kentucky Residential Code, based on the 2015 IBC/IRC with Kentucky amendments. Under the current Kentucky residential regulation, permits, inspections, and certificates of occupancy are not required for a single-family dwelling unless required by local ordinance, but the dwelling must still meet the KRC; commercial and other state-jurisdiction work requires DHBC review and inspection. No newer 2026 KBC or KRC adoption was verified; DHBC announced July 2026 NEC updates for electrical work.
