Regulatory framework
Clark County’s local building inspector includes the City of Winchester, with state inspection assigned for state-jurisdiction work. The county code adopts the Kentucky Building Code by reference; the applicable statewide framework is the 2018 Kentucky Building Code and 2018 Kentucky Residential Code, based on the 2015 IBC/IRC with Kentucky amendments. No newer 2026 code adoption was verified.

Minor-work playbook
A permit is required for construction, repair, movement, removal, or demolition of any building or structure; electrical, plumbing, and mechanical work require separate permits. County agricultural-property construction can qualify for the State Building Code agricultural exemption, except in floodplain areas, but a residence on agricultural land is not exempt. Clark County’s building office also states that permits are required for structures 200 square feet or larger and for parking lots or parking-lot changes; confirm any smaller or ordinary-maintenance exemption with the inspector.
Field rule
A permit exemption generally addresses one narrow construction trigger. It does not automatically waive zoning, land-use, floodplain, shoreline, fire, energy, electrical, utility, septic, or right-of-way requirements. Field sequencing matters
Code compliance is not only a plan-review exercise. Footings, reinforcement, framing, fireblocking, wiring, piping, insulation, weather protection, and life-safety systems each have points where the work must remain accessible. Build the inspection calendar into the trade schedule instead of treating it as a final administrative step.
When a project qualifies for a narrow minor-work exemption, keep a written explanation of why it qualifies and confirm that related zoning, utility, fire, energy, or environmental rules do not create a separate approval requirement.
