No separate 2026 technical IBC/IRC edition was identified in Plymouth County's published materials. The Planning and Zoning Department administers the Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance, and Floodplain Ordinance for unincorporated Plymouth County and issues land-use/building and zoning permits. The current posted zoning ordinance is the 2000 ordinance updated October 24, 2023; applicable Iowa state construction, electrical, plumbing, mechanical, septic, environmental, and other requirements remain in force.
Inspection lane
Submit the one-page Land Use Permit to Plymouth County Zoning at the Courthouse Annex or contact zoning@plymouthcountyiowa.gov and 712-546-7516. The form requests parcel/legal location, building type/use, cost, dimensions, setbacks, floodplain status, and owner information; driveway work also requires County Engineer certification. The permit form states that the county assumes no responsibility for inspections and that periodic visits from the Zoning or Assessor's office may check project progress. No online inspection-booking portal or technical inspection schedule was published.
