No separate 2026 technical IBC/IRC edition was identified in Page County's published zoning materials. The County Zoning Department administers the Page County Zoning and Subdivision Ordinance, which requires permits before new construction and regulates use, location, setbacks, subdivisions, and related land-use approvals. State Iowa building, electrical, plumbing, septic, environmental, and other applicable requirements also remain in force.

The department provides and reviews land-use permit applications and issues permits for conforming projects; applicants should submit the county application with the required plans and obtain any related DNR, environmental-health, septic, well, entrance, or other approvals. No county online inspection-scheduling system or standard technical inspection schedule was published. Page County Environmental Health separately permits and inspects rural septic systems; its published fees are $350 for a percolation test and $225 for a septic permit.
