Regulatory framework
The code baseline for Louisa County.
Louisa County’s 2024 updated Zoning Ordinance applies to all unincorporated territory and requires county Building Permits for construction, reconstruction, enlargement, alteration, moving, and occupancy/use changes, except qualifying agricultural uses. The county materials do not identify a separate county technical IBC/IRC edition; Iowa Code and applicable state trade, septic, and environmental requirements remain separately applicable.
Inspection lane
Submit the Building Permit application with the current application fee and site plan. Plans must show the lot, structure location, dimensions, height, uses, and related information; the applicant consents to a site inspection. The application also requires confirmation of a septic permit or a public-health form stating one is unnecessary. For floodplain work, obtain the $20 Flood Plain Development Permit; the county may require an as-built elevation certification by a registered surveyor, engineer, or architect. Contact the Zoning Administrator at 319-523-3981 to coordinate inspections.
