Regulatory framework
The code baseline for Jones County.
No separate county technical building-code edition was identified. The county enforces the 2025 Jones County Zoning Ordinance and land-use rules in unincorporated areas, including permanent foundations for dwellings, setbacks, land-use districts, floodplain and airport restrictions, and Iowa DNR stormwater requirements for disturbance of one acre or more. Iowa State Building Code, electrical, plumbing, mechanical, septic/well, and municipal requirements remain separate.
Inspection lane
Contact the Land Use Administrator before rural construction and submit the permitted-use application with a site plan, an entrance-access permit if applicable, and a narrative addressing traffic, roads/access, noise, and sanitary services/waste disposal. The County Engineer handles driveway/entrance requirements and requires a field inspection before an access permit is processed or construction begins. Environmental Health handles septic and well matters; the Floodplain Coordinator is reached at 319-462-4386. State electrical permits and inspections are handled through Iowa Electrical.
