Harrison County Planning & Zoning issues, sites, reviews, and approves permits for rural areas. County permits are required for new construction, reconstruction, or movement of any structure, including remodeling and repairs. The county’s February 1996 zoning ordinance provides the county’s zoning and building-permit rules, including setbacks, subdivisions, floodplain districts, and occupancy compliance. Incorporated municipalities may have their own permitting authority.
