Dubuque County administers county zoning, subdivision and platting, and flood plain management requirements through zoning certificates and related permits. A zoning certificate is required for a new building or an existing-building change involving a new roof or foundation, including additions, business structures, decks, farm buildings, garages, and single-family homes. The county procedure requires applicable state-licensed electrical work and notes that non-routine electrical work is inspected by the State. The county materials do not identify a specific 2026 technical building-code edition; Iowa State Building Code, electrical, plumbing, mechanical, health, septic, and municipal requirements may apply separately. Floodway construction is prohibited, and floodway-fringe development requires a floodplain permit, with elevation or no-rise certifications when applicable.
