Clinton County adopted its Zoning Ordinance in January 1991. County zoning regulations apply to listed smaller communities and unincorporated areas; Albers, Aviston, Beckemeyer, Breese, Carlyle, Centralia, Damiansville, Germantown, Hoffman, Huey, Keyesport, and Trenton administer their own zoning ordinances. The reviewed county materials do not identify a current 2026 International Building Code edition.

Submit the permit by email to jami.staser@clintonco.illinois.gov or kay.thole@clintonco.illinois.gov, or mail it to the Zoning Office. For a residence or structure containing a bathroom, a Clinton County Health Department sewage permit is required before the building permit; the county materials advise allowing 2-3 weeks for a soil sample and at least 15 days for the health application process.
