Minor-work playbook
Escambia County lists portable skid-mounted utility sheds under 120 square feet, strictly cosmetic work such as painting, wallpapering, carpeting, and kitchen cabinets, and roof repair of less than two squares as generally not requiring a building permit. Zoning, engineering, floodplain, or other approvals may still apply. Exterior windows and doors, siding/soffits/fascia, water heaters, pools, sheds with a slab or posts, and many trade changes do require permits.
Field rule
A permit exemption generally addresses one narrow construction trigger. Field sequencing matters
Code compliance is not only a plan-review exercise.
