Regulatory framework
2023 Florida Building Code, Eighth Edition, including the 2023 Florida Building Code and 2023 Florida Residential Building Code, with applicable Bay County amendments and Florida Fire Prevention Code requirements.

Minor-work playbook
Florida’s statutory exemptions include qualifying nonresidential farm buildings, temporary construction buildings or sheds, federally regulated structures, and other listed facilities. Effective July 1, 2026, Bay County’s HB 803 process allows a written permit-exemption request for qualifying work on a single-family home valued below $7,500 when the property is not in a special flood-hazard area and the work excludes electrical, plumbing, mechanical, gas, and structural work; the county must approve and record the exemption. Cosmetic or minor work remains subject to the Florida Building Code’s exemption provisions and local floodplain/zoning rules.
Field rule
A permit exemption generally addresses one narrow construction trigger. It does not automatically waive zoning, land-use, floodplain, shoreline, fire, energy, electrical, utility, septic, or right-of-way requirements. Obtain written confirmation when the project involves a new structure, structural alteration, change in occupancy, or concealed work.

Field sequencing matters
Code compliance is not only a plan-review exercise. Footings, reinforcement, framing, fireblocking, wiring, piping, insulation, weather protection, and life-safety systems each have points where the work must remain accessible. Build the inspection calendar into the trade schedule instead of treating it as a final administrative step.
When a project qualifies for a narrow minor-work exemption, keep a written explanation of why it qualifies and confirm that related zoning, utility, fire, energy, or environmental rules do not create a separate approval requirement.
