The Routt County Building Department adopted the 2021 ICC series effective January 1, 2024, including the IBC, IRC, IECC, IEBC, IFGC, IPC, IMC, IPMC, portions of the 2021 IWUIC, and the Colorado Model State Electric and Solar Ready Code. The 2025 Colorado Wildfire Resiliency Code becomes effective July 1, 2026; applications received on or after that date must comply, subject to the County's limited pre-July-1 transition policy. Local ground-snow-load and wildfire-map requirements also apply where applicable.

Minor-work playbook

Understand what may be exempt—and what is not.

Routt's official exemption handout lists, among other items: detached nonhabitable sheds/playhouses/trellises up to 120 square feet with height and utility limits; fences no more than 6 feet; retaining walls no more than 4 feet unless supporting surcharge; grade-level water tanks up to 5,000 gallons; sidewalks/driveways; cosmetic painting, papering, tiling, carpeting, cabinets, countertops and similar finish work; shallow prefabricated pools; playground equipment; qualifying awnings; qualifying decks up to 200 square feet and 30 inches high; minor cavity-exposure repairs under 96 square feet; and same-thickness deck-board replacement. Separate trade exemptions cover minor electrical, gas, mechanical, and plumbing repairs. Sole-use agricultural structures in unincorporated Routt have a special exemption pathway but still require planning review and a foundation-only permit where applicable; other jurisdictions do not offer that agricultural exemption.

Field rule

A permit exemption generally addresses one narrow construction trigger. It does not automatically waive zoning, land-use, floodplain, shoreline, fire, energy, electrical, utility, septic, or right-of-way requirements. Obtain written confirmation when the project involves a new structure, structural alteration, change in occupancy, or concealed work.

Field sequencing matters

The inspector needs to see the work at the right moment.

Code compliance is not only a plan-review exercise. Footings, reinforcement, framing, fireblocking, wiring, piping, insulation, weather protection, and life-safety systems each have points where the work must remain accessible.
