This guide translates the available agency record into a preconstruction checklist for structural scope, minor work, and inspection release. The adopted code and the issuing official control when a field condition is disputed.
Regulatory framework
For unincorporated Boulder County permit applications submitted on or after July 1, 2026: 2021 IBC, 2021 IRC with listed appendices, 2021 IEBC, 2021 IMC, 2021 IPC, 2021 IFGC, current Colorado-adopted NEC, 2021 IECC, 2021 IgCC, 2021 ICC Performance Code, 2021 ISPSC, and the 2023 Colorado Model Electric Ready and Solar Ready Code, all with Boulder County local amendments. Cities and towns adopt and enforce their own codes.

Schedule through Boulder County Accela Citizen Access or call (303) 441-3925 and select the inspection menu; the permit number and inspection code are required. Requests received by 3:30 p.m. Monday-Thursday may be eligible for the following business day, but next-day or exact-time service is not guaranteed. Re-roof and temporary-meter inspections may use photo submissions; the County reports photo reviews within 24 hours.
Minor-work playbook
Exemptions include limited one-story detached accessory sheds, playhouses, greenhouses, chicken coops, or similar structures up to 120 sq ft (agricultural loafing sheds up to 200 sq ft), max 12 ft high, without utilities, and subject to parcel-count and land-use conditions; fences up to 6 ft; retaining walls up to 4 ft unless supporting surcharge or certain liquids; on-grade water tanks up to 5,000 gallons with a maximum 2:1 height-to-width ratio; certain sidewalks and driveways up to 30 in above grade; painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work in one- and two-family dwellings (plumbing/electrical remodel work still requires a permit); qualifying above-ground prefabricated pools under 24 in deep and 5,000 gallons; shade cloth agricultural/nursery structures; playground equipment; limited awnings; movable fixtures/partitions under 5 ft 9 in; certain residential antennas; and limited residential decks up to 200 sq ft and 30 in high. Roof-covering repair/replacement is exempt only up to one square. Emergency repairs require the application by the next business day.
Field rule
A permit exemption generally addresses one narrow construction trigger. It does not automatically waive zoning, land-use, floodplain, shoreline, fire, energy, electrical, utility, septic, or right-of-way requirements. Obtain written confirmation when the project involves a new structure, structural alteration, change in occupancy, or concealed work.

Preserve access
Do not cover framing, reinforcement, wiring, piping, damp-proofing, or life-safety work until the required inspection has been completed and documented.
Close the record
Retain the approved plans, inspection approvals, correction responses, and final certificate or occupancy release with the property file.
Contractor verification
Use the state licensing system to verify active registration, trade credentials, bond status, and liability coverage where available. Match the legal business name to the proposal and permit application.

Field sequencing matters
Code compliance is not only a plan-review exercise. Footings, reinforcement, framing, fireblocking, wiring, piping, insulation, weather protection, and life-safety systems each have points where the work must remain accessible. Build the inspection calendar into the trade schedule instead of treating it as a final administrative step.
When a project qualifies for a narrow minor-work exemption, keep a written explanation of why it qualifies and confirm that related zoning, utility, fire, energy, or environmental rules do not create a separate approval requirement.

Keep the approved plan set, inspection approvals, correction responses, contractor license verification, final certificate, and any occupancy release together. A clean record protects the owner, builder, lender, insurer, and future buyer.
