Typical review lane

FNSB says complete zoning permits are issued within 5 business days. City of Fairbanks reports approximately 6-10 working days for complete plan review and targets about 3 days for a complete, accurate, code-compliant residential permit application.

Treat this as a planning signal, not a guaranteed approval date. Completeness, corrections, resubmittals, and agency workload control the actual clock.

01

Confirm jurisdiction

Verify the parcel is inside this agency’s service area and note whether a city, state, fire marshal, septic authority, or utility district also has approval authority.

02

Assemble a complete package

Prepare legible plans, site information, project valuation, ownership authorization, contractor information, and any energy, floodplain, zoning, or utility documentation the issuing office requires.

03

Track the review record

Keep the permit number, approved plan set, correction comments, fee receipts, and inspection results together. Those records establish the compliance trail for the next trade.

Project questions

Frequently asked questions for Fairbanks North Star Borough

Who handles permitting for this jurisdiction?

This record is marked Municipal Fallback. Confirm whether a city, state agency, or other local authority controls the parcel before filing.

How should I begin an application?

Begin with the online permit gateway listed in the application guide. If the portal does not recognize the address or project type, contact 907-459-1260 (FNSB Community Planning); 907-459-6720 (Fairbanks Building); 907-488-8593 (North Pole Building).

How long might review take?

FNSB says complete zoning permits are issued within 5 business days. City of Fairbanks reports approximately 6-10 working days for complete plan review and targets about 3 days for a complete, accurate, code-compliant residential permit application.

How are inspections scheduled?

City of Fairbanks inspections are scheduled at 907-459-6723 at least 24 hours in advance with the site address, work type and permit number; required stages include soils/footings, rough utility work, framing, firestopping, insulation, gypsum and final inspection. For borough areas outside municipal building authorities, no general FNSB building-inspection booking process was published; contact FNSB Community Planning or the State Fire Marshal as applicable.

Which codes and exemptions should I review?

Within the City of Fairbanks: 2018 IBC, IRC, IEBC, IMC, IPC, IFC, IFGC and IECC with local amendments; 2020 NEC with local amendments; 2020 City Administrative Code; and 2015 Abatement of Dangerous Buildings Code with 2021 amendments. Outside Fairbanks and North Pole city limits, FNSB administers zoning and floodplain requirements but does not issue a general building permit; covered commercial/public projects may require Alaska State Fire Marshal approval. North Pole has separately codified 2018 building, residential and existing-building codes. City of Fairbanks exemptions include one-story detached accessory sheds/playhouses up to 200 square feet, fences, certain oil derricks, movable cases/counters/partitions up to 5 feet 9 inches, retaining walls up to 4 feet unless surcharge or special conditions apply, qualifying water tanks up to 5,000 gallons, low platforms/walks/driveways, painting/papering and similar finish work, temporary stage sets, limited wall-supported awnings, qualifying prefabricated above-ground residential pools, ordinary maintenance on single-family/duplex dwellings subject to structural and technical-code limits, and storage racks up to 6 feet. Separate plumbing, electrical or mechanical permits may still be required, and an FNSB zoning permit may still be necessary.

What makes an application complete

A portal submission is only as strong as its supporting record.

Before you click submit, make sure the drawings agree with the site plan, project description, valuation, ownership authorization, and contractor information. If the work changes structure, occupancy, drainage, fire protection, energy performance, or utility demand, describe that scope plainly. Ambiguous narratives create correction cycles and delay the field schedule.

Save the confirmation number, payment receipt, uploaded plan set, and every correction comment. Those records are the backbone of a defensible compliance file when multiple trades or agencies share responsibility.
